Development, Implementation, and Support of an E-Government System for the Management of Agricultural and Rural Development Subsidies and Regulatory Processes

The project resulted in an IT system supporting the National Chamber of Agriculture (NAK) in performing specific agricultural administration, regulatory, and professional tasks closely related to the agricultural sector. One of the central functions of the system is the management of chamber authorizations, enabling clients with a Customer Portal (Ügyfélkapu) account to create a chamber authorization electronically without the need for personal administration. This allows them to delegate representation tasks to the Hungarian State Treasury. With chamber authorization, NAK can act on behalf of its clients in electronic procedures related to agricultural subsidies, for which the system provides IT support.

The most significant specialized applications introduced as a result of the development include the Farmer Registry, support for the administration of the Primary Producer and Family Farm registries, the registry of Agricultural Family Companies, the registry of Agricultural Guard Services, the registration of Dual Training Centers, the issuance of certificates for the registration of Farmers/Agricultural Producer Organizations, document authentication requests, the application form for the Professional Inspection Expert Register, and the application form for the Examination Supervisor Register.

To support electronic administration, multiple SZEÜSZ/KEÜSZ integrations have been implemented. The most important ones include the Central Authentication Agent (KAÜ), the Official Gateway/Secure Delivery Service (BKSZ), the Disposition Registry (RNY+), the Authorization Management Agent (JKÜ), the Cross-Referencing Registry (ÖNY), Document Authentication (DH), Document Authentication Based on Identification (AVDH), and the Central Government Service Bus (KKSzB).
